From occupational standards to CTVET approval, our four-phase process puts industry and stakeholders at the centre — benchmarked to international standards and built around Ghana's Harmonised CBT approach.

Phase 1
Occupational Standards
We convene a technical team of industry and academic experts, build their capacity, and generate occupational standards rooted in real workplace analysis and the qualification framework.

Phase 2
Programme Development
Standards are translated into unit specifications, learning materials, assessment instruments and marking guidelines — each developed through facilitated, hands-on workshops.
- 03
Phase 3
Stakeholder Validation
An independent expert panel and sector skills bodies validate the package in workshops, ensuring quality, ownership and fitness for purpose before sign-off.

Phase 4
Submission & Approval
The full training package is quality-edited and submitted to CTVET for approval, with follow-up and revision until final accreditation is achieved.

Ghana Jobs & Skills Project (GJSP) — 46 priority trades
Under the World Bank–funded GJSP, Eljen worked with CTVET to develop complete Competency-Based Training packages for 46 priority trades — delivered in two fully executed phases of 23 trades each — spanning occupational standards, unit specifications, learning materials and assessment instruments at Levels 1–5 of the NTVETQF, with Greening TVET embedded throughout.
WUSC · Mastercard Foundation
ACTIVATE — Agricultural TVET curricula
2025 – 2026
Reviewing and developing 13 competency-based agricultural curricula (cashew, mango, oil palm, poultry, vegetables, agripreneurship) under the Mastercard Foundation–funded ACTIVATE programme — a system reaching over 80,000 young Ghanaians, with climate-smart, gender-responsive and disability-inclusive competences embedded throughout.

CBT across security, water, agro-processing & crafts
2020 – 2023
Developed full CBT packages across diverse trade areas for public and private clients — Security & Safety Management (Levels I–V) for APSOG, Water Technology for Global Water, Agriculture Processing & Manufacturing with GOPA/PLANCO (Germany), and Weaving & Soap Making for World Education Inc.

Development of Skills for Industry Project (DSIP)
2012 – 2017
Consultant assessing and evaluating the impact of the DSIP bursary schemes on increasing the participation of disadvantaged groups in TVET.
Bread for the World (Germany)
OIC Liberia TVET Project
Evaluated the OIC project's impact on human and institutional capacity for equitable access to TVET, the quality and relevance of TVET in Liberia, and the project's management structure.
GIZ · ATVET
Multi-country CBT programmes
2014 – 2020
Facilitated CBT curriculum development and backstopping across Ghana, Malawi, Kenya and Sierra Leone — including renewable-energy and energy-efficiency trades — for GIZ and the ATVET programme.
JICA
Piloting CBT in Ghana & establishing COTVET

Served the JICA TVETS Project as CBT Expert in curriculum development and institutional support, leading the piloting of Competency-Based Training in Ghana and the establishment of COTVET (now CTVET).
